The Citizens’ Climate Lobby – Newport group and the 350 Oregon Central Coast will be sponsoring a
public event with two speakers to discuss proposed climate legislation in the upcoming Oregon’s state
legislative session as well as what can be done with the excessive amounts of plastic that are landfilled.
The meeting will be held from 7:00 pm to 8:30 pm, Monday, January 27, at the Newport Public Library, 35
NW Nye St, Newport, Oregon.
Dr. Pat DeLaquil will discuss the pros and cons of Legislative Concept 19, a new
version of climate change policy that has been drafted by the Democrats in the
hopes of passing in the short session of the Oregon State Legislature. The broad
framework of the previous HB 2020 remains in place which would establish a
gradually declining cap on statewide carbon dioxide emissions. However, there
are a number of proposed changes such as providing certain exemptions to
industrial companies. In addition, Boeing would be provided with a
grandfathered clause to continue to purchase wholesale electricity until their
existing contract expires.
Scott Rosin, formerly chair of the Newport, Oregon, Chapter of Surfrider Foundation, is now Co-lead for
Plastic Up-Cycling and serves on the board of directors of Recycling Advocates, a non-profit based in
Portland. He has also served on the boards of Oregon Coast Council for the Arts, Writers on the Edge and
helped originate the initial version of the Farmer's Market in Newport  Newport Public Library Newport OR
